Document Description
ITC Project Phase 1 includes dedicated bus-only lanes and new bus services connecting the Metro rail directly to Inglewood venues with Intelligent Transportation System upgrades and enhanced transit hubs at four locations with Kiss & Ride and Park & Ride areas, pedestrian access improvements, passenger mobility and
transit services, bus rotaries, layover areas and connections, and parking structures. Phase 1 provides first/last mile transit connections to Metro's C and K Lines which
lay the foundation for the future ITC Project's APM system. Phase 1 is intended to increase ridership on the existing transit and commuter services in the area and add
new bus transit service.

Reasons for Exemption
PRC § 21080(b)(10): Phase 1 would institute new bus service on existing highway rights-of-way (Inglewood and LA County streets already used for transit). It includes dedicated bus lanes and new parking at mobility hubs, supporting the service and sized for event-related demand.
PRC § 21080(b)(12): Phase 1 includes new bus facilities less than four miles long to enable transfers between Metro K and C Lines and the new bus service. Mobility hub parking allows drivers to connect to the transit service to Inglewood venues.
The Prairie Avenue/Imperial Highway mobility hub is a by-right ministerial project.
