Reasons for Exemption
The project will repair flood damage caused by the 2017 storms where Governor Brown declared a state of emergency, where as proclamations were signed, on January 23, 2017, two on March 7, 2017, and one on March 19, 2017. Under these declarations, the identified emergency repairs are exempt from CEQA, pursuant to CEQA guidelines 15269(a). Repairs prevent emergency; 15269(b). Repairs to existing infrastructure; 15301.
