Document Description
DTSC, pursuant to authority granted under, the CA Code of Regulations, Title 22, Division 4.5, Chapter 20, section 66270.61, will issue an Emergency Permit to Naval Air Station (NAS) located in Point Mugu, CA (EPA ID CA9170027271) to treat hazardous waste by controlled burning. The permit application is a Level Two Emergency Response Disposal of items. The permit will allow 18 compromised MK 23 rocket motors to be treated by controlled burning. The items have been determined by Explosive Ordinance and Disposal (EOD) personnel to be an explosive hazard because lab analysis results have determined the compromised fluid in the motors is propellant grain. The motors are being stored at NAS Point Mugu in an Explosive Ordinance and Disposal (EOD) safe holding area. Navy Air Weapon Station China Lake EOD personnel have determined that the items are unstable and considered unsafe for continued storage. As Point Mugu does not have a permit for treatment of hazardous waste at this location, DTSC has determined that an emergency permit must be issued as no alternative treatment available.
