The applicant seeks approval of a site development plan and a special use permit for the development and construction of a Sprouts Market, and associated improvements, on a vacant 2.6 acre parcel. The proposed building would consist of a one-story 26,616 sf masonry structure. A parking lot would have spaces for 135 vehicles, including 4 accessible parking spaces. An existing drainage would be placed within a 10 ft by 5 ft double box culvert under the parking lot. Vehicular access to the store would be available from two driveways along E. Vista Way; one driveway would be located within the southern portion of the site across from Monte Mar Rd, the other located adjacent to the northern property boundary. Other site improvements would include wet and dry utilities, walkways and ramps, and landscaping. The project would be developed in a single phase which is anticipated to last approx 7-8 months.
