The project would include the development of a solar facility and associated infrastructure with the capacity to generate a maximum of 44 megawatt (MW) of renewable electric energy and a battery storage system on 383 acres of both public and private land. While the Environmental Impact Report analyzed impacts for the entire project site, the Conditional Use Permit as authorized under Kem County Zoning Ordinance Section 19.12.030.G specifically covers the 150 acres of private property zoned A (Exclusive Agriculture), A WE (Exclusive Agriculture - Wind Energy), and A WE GH (Exclusive Agriculture - Wind Energy Combining - Geologic Hazard Combining). The 233 acres owned by the U.S. Bureau of Land Management (BLM) is zoned OS (Open Space) and was not subject to the Planning Commission consideration. Pennanent facilities would include: solar panels; service roads; on-site battery storage systems; communication cables; overhead and underground transmission lines; electrical switchyards; inverters and transformers.
