Implementation of the Carmel Highlands FPD Fire Defense Plan to provide a system of consistent emergency access identification by designating existing roads and trails as fire roads and fire road / fuel breaks within the district and recommending standards for their maintenance through preventive fuel hazards reduction, vegetation management, and fire road / fuel break maintenance activities that would be routinely conducted in various locations within the district boundary.
