Document Description
The applicant is requesting permit approval for a secondary access road, including a bridge across the East Branch of Toro Canyon Creek. The road area partially graded without permits and is currently approximately 10 feet wide by 450 feet long. The secondary access road is proposed to be 12 feet wide with a stone-lined gutter. A bridge would be constructed over Toro Canyon Creek approximately 200 feet upstream of the existing Arizona crossing for the property's primary access road. Past and proposed road construction activities resulted in damage to/removal of native vegetation and additional trees and vegetation were damaged or lost during the Thomas Fire and January 9, 2018 debris flow events. A habitat restoration plan is proposed to offset effects resulting from the project. The parcel is served by the Montecito Water District and a private well, a private septic system, and the Carpinteria/Summerland Fire Protection District. Primary access would continue to be provided off of Toro Canyon Road via an access easement that includes an Arizona crossing.
