Document Description
The area west of Winters, CA has seen large fires every year for the last four years. The proposed project consists of 63.96 acres where CALFIRE will construct a fuel breaking along the North side of Hwy 128 to help prevent another large fire. The work will be done utilizing handcrews, bulldozers, and a broadcast burn of the annual grasses between the edge of the hwy and the constructed fire break. Personnel will follow existing ranch roads and fence lines that parallel hwy 128 during the construction of the fuel break. The project area excludes class I watercourses and archaeological resources. Additionally, the project utilizes a handline on 25 ft on either side of the class II watercourse and limits ignitions outside of Watercourse and Lake Protection Zone areas.

Reasons for Exemption
Class 4a and 4i - minor alterations to land and class 8 actions by regulatory agencies for protection of the environment. Most of the project activities would occur within previously disturbed areas - the area borders state hwy 128 and has existing ranch roads. The areas where new ground disturbing activities might occur are limited and are best described as minor in scope, limited to minor blading and re-blading on flat ground and cutting handline to tie into existing fire protection lines.
