Document Description
The purpose of this activity is for the Energy Commission to adopt guidelines for the Food Production Investment Program pursuant to AB 109 (Ting, Chp 249, statutes of 2017). The Food Production Investment Program is GHG Reduction Fund program that must advance AB32 as the primary program goal and each project must provide real and quantifiable GHGe reductions. The Food Production Investment Program will provide grants to CA's food processing industry to reduce GHGe by adopting advanced energy efficiency and renewable energy technologies.

Reasons for Exemption
Adopting the FPIP guidelines is an action taken by a regulatory agency, as authorized by state law, to assure the maintenance, restoration, enhancement or protection of the environment where the regulatory process involves procedures for protection of the environment. The adoption of the guidelines involves procedures for the protection of the environment by setting out the program design, project selection criteria and administrative requirements for the FPIP program which require the reduction of GHGe in CA's food processing industry. In addition, the activity is exempt under sec. 15061b3 in that there is no possibility that the activity may have a significant effect on the environment.
