Document Description
The proposed project involves a Right of Entry License Agreement (ROELA) with RIDA Chula Vista, LLC (Licensee). The ROELA will allow the Licensee, its authorized agent(s) and contractors to enter upon the H-3 parcel in Chula Vista, CA, as identified in the Port Master Plan, for the purposes of performing site surveys and geotechnical analyses. More particularly, the site surveys and geotechnical analyses involve the following: Boundary and topographical survey work. Non-destructive geophysical testing to locate underground facilities. Drill and sample 17 boorings (4 borings to 150 feet, 8 borings to 100 feet to 5 boorings to 80 feet) using a small diameter mud-rotary drilling machine to observe and sample the geologic conditions. Backfill the boring excavations with bentonite slurry in accordance with the requirements of the DEH. It is anticipated that three weeks will be required for the drilling operations. Three Cone Penetration Test soundings (CPTs). Store and remove the soil cuttings and water generated during the drilling operations. It is expected that 90 drums would be required to store cuttings and water generated during the drilling operations. Store the drums on-site until the testing has been completed. Perform laboratory tests on selected soil samples to evaluate in situ density and moisture content, maximum dry density and optimum moisture content, shear strength, expansion characteristics, water-soluble sulfate content, pH, resistivity, chloride ion content, plasticity index, gradation and consolidation characteristics of the soil conditions. Survey activity to locate structures for FAA notice of non-hazard. Trenching for active earthquake fault and geotechnical analysis.
