CARB is proposing a regulatory strategy to begin transitioning Class 2b - 8 medium- and heavy-duty (MD/HD) trucks to zero-emission technologies to meet air quality, climate, and public health protection goals. The Advanced Clean Trucks Regulation would require 2.5 percent of annual MD/HD vehicle sales in California to be zero-emission capable starting in 2023, and growing to 15 percent of sales by 2030. Truck manufacturers would be able to earn credits for exceeding their annual California sales requirements which can then be banked and/or traded. This approach will allow truck manufacturers the flexibility on how to best to deploy zero emission capable vehicles beginning with the 2023 model year and beyond.
