- TCSD will replace old sewer lines and install sections of new sewer lines within the Willow and carter Sewer Basins. In conjunction, manholes will be replaced, rehabilitated and some new manholes will be installed. Some new cleanouts will be installed and others will be replaced. Other improvements include: New or replacement sewer lines shall be a minimum of 6 inches in diameter with all intersecting pipes connected at a manhole.
