Document Description
The proposed project component addressed in the Third Addendum to the MND is the temporary use of vacant parcels near the RWRF for construction staging, laydown, and parking. The six northwestern parcels (see Specific Project Location, above) would be used for construction staging, laydown, and parking. The remaining four parcels, located to the southeast of the others, would only be used for parking, not construction staging or laydown/ storage The MND being addended addressed EVMWD’s proposal to expand its RWRF from an existing capacity of 8 million gallons per day (MGD) to 12 MGD. An NOD for the proposed project was filed with the State Clearinghouse on July 31, 2018. The First Addendum to the MND addressed additional construction staging and laydown areas; an NOD for that First Addendum was filed with the State Clearinghouse on April 5, 2022. A Second Addendum to the MND, filed with the State Clearinghouse on July 25, 2023, addressed the temporary use of a site near the RWRF to house construction trailers. An NOD for that Second Addendum was filed on July 28, 2023. The Third Addendum to the RWRF Upgrade and Expansion Project MND (which is the subject of this NOD) was filed with the State Clearinghouse on March 13, 2024.
