Document Description
SMUD is proposing to construct a substation that will convert electrical power from 69 k down to kV for distribution to end-use customers. The substation will contain one transformer with necessary switchgear, capacitors, and conductors. The substation is expected to take up approx 0.5 acres of the southwest corner of the proctor and gamble cogeneration project site which has previously been graded and paved with concrete. The PGCP was licensed in 1994, in an area of the city of Sacramento adjacent to an industrial facility that receives thermal energy from the project. The 10-acre PGCP site is in an area surrounded by industrial and commercial development. Construction will consist of stripping the top 2 ft of soil/gravel for later use as backfill with the transformer foundation excavated to approx 6 ft below the existing grade. Foundations for switchgear, capacitors, and other equipment will require excavations of approx 2 ft in depth. A grounding grid for the substation will be installed after the soil/gravel is stripped. The substation grounding grid will be tied into the existing PGCP grounding grid. With the exception of the distribution line poles, the substation components will stand approx 16 ft above the finished grade. The new 69-kV and 12-kV line poles will be approx 52 ft and 35 ft above grade, respectively. Due to safety concerns with the natural gas compressors located to the east of the proposed substation site, the 12-kv distribution line exits the substation underground proceeding east for approx. 200 ft before turningsouth for approx. 30 ft then turning east again for 100 ft before transitioning to an overhead line. The overhead portion of the 12-kv distribution line proceeds east off the PGCP site to the east side of 86rd St. The overhead portion of 69-kv feeder lines and the 12-kv distribution line will be constructed using an auger truck and setting foundations. The depth of the augered foundations will be determined based on a soil characteristic, but can be assumed to be between 7.5 and 9 ft deep. The underground portion of the 12 kv distribution line will be excavated to a depth of 6 ft by 3 ft wide. A 12 kv overhead line will be also proceed south of the substation site to power ridge road and approx. 1,000 ft to the west, where 4 new utility poles will be installed. The newly installed distribution line will provide electricity to customers.
