Document Description
The California Department of Toxic Substances Control (DTSC) approved a Removal Action Work . Plan.(RAW) as submitted.in April 2018 for a minor remediation activity to mitigate a past release of tetrachloroethene, also known as perchloroethylene (PCE) and its degradation daughter products in soil, soil gas and groundwater. The remediation activity will consist of a) continued operation of an Sub Slab Depressurization System (SSDS), b) improved operation of an Soil Vapor Extraction (SVE) system by installing more SVE wells to remove these Volatile Organic Compounds (VOCs) from soil and soil gas, and to prevent potential leaching to groundwater, c) injection of Enhanced In Situ Dechlorination (EISD). chemicals within the source area and along the northern portion of the building at 1577 Tara Hills Drive to remediate the groundwater and monitoring natural attenuation, and d) institutional controls to limit potable groundwater well installation · and groundwater usage at and near the site. DTSC granted this approval pursuant to authority granted under Chapter 6.8, Division 20, sections 25323.1 and 25356.1 of the Health and Safety Code (H&SC).
The Remedial Action will be conducted under a Voluntary Cleanup Agreement with DTSC (Docket No. HSA-VCA 13/-14- 019) by Mr. Jeffrey Mcclung, Representative of Ramshorn LLC, Trustee of the Q-TipTrust bf the Joe B. & June P. Smoot Living Trust, General Partner of Tara Hills Drive Limited, a California Limited Partnership; c/o Ramshorn LLC. The RAW. was prepared for the Appian 80 Express Cleaners site (hereafter "the Site") by WEST Environmental Services & Technology.

Reasons for Exemption
1. The project is a minor action designed to prevent, minimize, stabilize, mitigate or eliminate the release or threat of release of hazardous waste or hazardous substances.
2. The project will not exceed $1 million in cost.
3. The project does not involve the onsite use of a hazardous waste incinerator or thermal treatment unit or the relocation of residences or businesses, and does not involve the potential release into the air of volatile organic compounds as defined in Health and Safety Code Section 25123.6 {except for small scale in situ soil vapor extraction and treatment systems which have been permitted by the local Air Pollution Control District or Air Quality Management District.)
