Document Description
Ponderosa Telephone Company has proposed to add fiber optic service to the Rancheria Forest Fire Station. This will require trenching along existing line for one or two days approx 400 ft to a depth of three ft with a trencher or backhoe through previously disturbed landscape. Proposed project would lay cable and backfill trench, and place new cabinet and power panel on a new 6' x 6' concrete pad, with a new 4' x 6' underground vault and copper cable cross connect box similar to existing hardware on site. Final connections from cabinet to fire station will be through existing underground conduit. The station is located at 53488 Road 200, O'Neals. This is about 2 miles southwest of North Fork. The station is located on a 10-acre parcel deeded from an isolated 160-acre parcel of Sierra National Forest land for fire station use. Topography is rolling and vegetation is foothill woodland with grass and live oak and gray pine. Appropriate cultural and natural resources clearances completed and detailed in file.

Reasons for Exemption
This proposed project will extend fiber optic cable approx 400 ft to bring modern communications to the Rancheria Forest Fire Station. The project meets the requirements of class 15304e and f: minor alteration to the land exemption to CEQA. Class 4 includes minor public or private alterations in the conditions of land, water, and/or vegetation which do not involve removal of healthy, mature, and scenic trees except for forestry and agricultural purposes and 15304f. Minor trenching and backfilling where the surface is restored. Field review by CAL FIRE staff confirmed that no 15300.2 exceptions apply which would preclude the use of a NOE for this project. The activities will not result in the taking of endangered, rare, or threatened plant or animal species, or sedimentation to surface waters.
