Note: The City of San Diego will be recommencing the public comment period as well as rescheduling the Scoping Meeting & Refer to NOP submitted on 5/4/18 A request for a General Plan Amendment; Community Plan Amendment to Mira Mesa Community Plan; Specific Plan Amendment to the Carroll Master Plan; a Rezone from AR-1-1 & IL-2-1 to RX-1-2, RM-2-6, RM-3-9, CC-2-4, OP-1-1, OR-1-1, and OC-1-1; a Reclamation Plan Amendment; Vesting Tentative Map; Master Plan Development Permit (MPDP); Site Development Permit (SDP); Conditional Use Permit (CUP) to amendment CUP No. 89-0585; a Multi-Habitat Planning Area Boundary Line Adjustment to redevelop the former Hanson Aggregates, a former aggregate mining quarry. The project proposes the redevelopment of the Hansen Aggregates Carroll Canyon mine. The project would include the following: Approx. 186 single family detached units, 981 condominiums (both attached and detached), and 633 multi-family units (of which 180 would be designated affordable); approx. 160,000 combined sq. ft. of commercial retail/office uses; and a 1.5-acre mobility hub, identified as a nexus for public and private transportation alternatives. The project would also create approx. 256 acres of open space (including approx. 178 acres of natural open space, 26 acres of landscaped slopes, 43 acres fo parks and trails which include a 25-acre public community park, and 9 acres of water quality/retention basins). The project would construct the on-site extension of Carroll Canyon Road, establishing a portion of a main arterial, facilitating a future connection between I-805 and I-15 as well as internal circulation consisting of approx. 50-acres of on-site roads and parkways as well as a San Diego Gas & Electric (SDG&E) easement for relocated facilities. The SDG&E facilities comprised of existing overhead dual-circuit and single-circuit 59kV overhead system spanning approx. 6500 feet to be relocated and partially converted underground. This conversion relocation would consist of approx. 5100 feet of overhead lines and 3300 feet of underground lines. Additionally, there is an existing dual-circuit 69kV pole with dual 12 KV underbuilt that would be relocated. The approx. 413-acre project site is located east of Camino Santa Fe between Flanders Dr. and Trade Street. The site is approx. three-quarters of a mile north of Miramar Road, two miles west of I-15, and two miles east of I-805. The site is designated medium residential density (15-30 du/ac) and medium-high residential density (3-44 du/ac) and zoned AR-1-1 & IL-2-1 within the Carroll Canyon Master Plan of the Mira Mesa Community Plan. Additionally, the site is within the Airport Influence Area (MCAS-Miramar / Review Area 1), Airport Noise (MCAS-Miramar / 60-65 CNEL & 65-70 CNEL), Federal Aviation Administration Part 77 Notification Area art 77 Notification Area (MCAS-Miramar / 495' AMSL), Residential Tandem Parking Overlay Zone, and the Transit Priority Area.
