Consistent with this exemption, the project will replace existing landscaping with water efficient landscaping that is adapted to the local environment. The project involves removal of invasive palm trees whose growth is stunted and do not qualify as scenic. Interpretive signs, trash stations, and the drinking fountain will result in minimal disturbance.
