Document Description
The Fire Preparedness Exercise (FPE) requires all CAL FIRE Type I crews to demonstrate safe and effective use of fire suppression tactics in preparaion for the fire seaon. This project consists of CAL FIRE conservation camp crews being tested on their ability to construct hand-cut fire line within hand line production guidelines to ensure they are prepared for the fire season. The FPE will be located on Rancho PavoReal, a private ranch located at 43000 Stanley Rd. in the community of Sage, Riverside County, CA. The total acreage of the ranch is about 2000 acres, however, the FPE project site will occur on approximately 160 acres. The project area is covered by mostly chaparral, with portions of coastal sage scrub, developed/disturbed land, grassland and pockets of woodland forest. Elevation varies between 2400-3000 feet with variable aspect and slope. The exercise will have a tool inspection area, a predetermined hiking trail, a fire shelter deployment area, and a feeding area. Hand lines will be constructed by CAL FIRE Type I crews annually using chainsaws to cut and remove brush in linear swaths approximately 8 feet wide. Hand tools will be used to remove surface vegetation exposing bare mineral soil in the middle of each swath. Each hand line will be maximum of 1000 feet in length, separated by a 2-4 foot buffer. Slash/cut material will be manually returned to the fire line surfaces to create coverage of exposed soils. Camp crews will also conduct a tool out exercise which will not involve the cutting of vegetation. Fire apparatus will be operated from existing roads and road shoulders to pump water for the progressive hose lay. No heavy equipment will be operated off existing road surfaces and already disturbed road shoulders.

This project as proposed constructs handlines and does not remove healthy, mature, or scenic trees while creating minimal ground disturbance which will not result in significant effects on biological and archeological resources nor the environment.
