Public resources code 21080.5 establishes procedures for regulatory program certification and exempts certified regulatory programs for chapter 3, 4, 4.5. 23 CCR 3775 establishes that water quality control plans are certified regulatory programs. 14 CCR 15061 establishes that projects are exempt from CEQA if there is no possibility that the activity may have a significant effect on the environment.
