Document Description
The 1996 Lemon Grove General Plan identified several Special Treatment Areas within the city which warranted special planning attention due to unique neighborhood conditions and potential. The intersection of Broadway and Lemon Grove Ave was identified as the traditional downtown commercial district and designated as STA 1. In 2005, the city refined the STA 1 concept by adopting the Downtown Village SP for the area which sought to stimulate a vibrant, transit oriented neighborhood for Downtown Lemon Grove. In 2015, the city council expressed interest in exploring new opportunities and expanding the downtown plan. Consequently, the Downtown SP is a comprehensive update and expansion of the city of Lemon Grove's 2005 Downtown Village SP.
