Document Description
The approved project consists of the Hayward Downtown Specific Plan that establishes an updated Land Use plan and new Zoning districts for the 320-acre location. The Specific Plan contains land use, urban design, and circulation goals, policies, and programs to guide investment and development in the Specific Plan Area over the next 20 years. Because the Specific Plan is the guiding regulatory document for Specific Plan Area, the associated the General Plan and Zoning amendments are necessary to ensure that the land use and zoning designations, policies, and development standards in these documents are consistent with the proposed Specific Plan. The project includes up to 3,427 new residential units and 1,900,000 square feet of new non-residential development, which is estimated to result in up to 7,539 new residents and 6,333 new jobs; no construction is proposed. Future development facilitated by the proposed project would occur throughout the Specific Plan Area, at infill sites in the Downtown core, and four key sites near the BART station and along Foothill Boulevard and Mission Boulevard.On July 2. 2019. the Hayward City Council adopted an ordinance amending the City's Downtown Specific Plan and Code incorporating minor amendments related to the use of the term "parking" used in both the Plan and Code documents.
