Document Description
The project includes excavation, additional soil gas surveys, and engineering controls to address contaminated soils at the Former Naval Information Research Foundation Undersea Center (Site). The purpose of the project is to mitigate potential risk to human health and the environment by the Contaminants of Concern (COCs) in soil.
The City of Pasadena refers to this Site as the 3200 E Foothill Boulevard Mixed Use Project. The COCs consist of heavy metals (lead, mercury and hexavalent chromium), total petroleum hydrocarbons (TPHs), polycyclic aromatic hydrocarbons (PAHs), tetrachloroethylene (PCE), explosives (ROX and TNT) and per- and polyfluoroalkyl substances (PFAS). The Department of Toxic Substances Control (DTSC) is approving a Removal Action Workplan (RAW) for this Site. DTSC's approval action is being undertaken pursuant to the regulatory authority granted under Chapter 6.8, Division 20 of the Health and Safety Code. The Site is currently a public self-storage facility. The proposed future use of the Site is residential and commercial.
