The proposed action is Space X proposal to launch the Falon 9 from Vandenberg AFB and perform boost-back maneuver and landing of the Falcon 9 FIrst Stage at either VAFB or one of two offshore contingency landing areas up to 12 times per year. The proposed action also includes the construction of a civil water diversion structure at Space Launch Complex-4E.
