The environment baseline for this project is 1/21/00. The reservoir and 18 of 24 acres of vineyard existed prior to this date. The remaining 6 acres were added on barren grassland near existing vineyard. No further changes or expansion is proposed. Thus, the project is consistemt with Class 1 and Class 4.
