Document Description
The bank of the Cypress Channel (the main drainage channel), near the access road to CIM's easternmost facility (\Facility C), eroded significantly during 2016/2017 winter storms. The erosion is within 13 feet of the prison facility's access road. Erosion is expected to continue this winter with each rain event, and the road could be in jeopardy of being completely washed out with another significant storm event. Until a permanent solution is implemented, CDCR will install rip rap at the eroded bank, using 30-inch median sized rock, to prevent future flows from creating the vortex that collapsed about 10-15 feet of earth in 2016-2017. To do work, CDCR is obtaining a Clean Water Act (Sect. 401) Water Quality Certification from the Santa Ana Reg. Water Quality Control Board and will; do the work under Army Corps of Engineers Nationwide Permit 3. CDCR talks with CA Dept. Fish and Wildlife who agreed a Streambed Alteration Agreement is not necessary for the work. However, CDCR will submit a Notification of Emergency Work to CDFW. CDCR consulting biologists confirmed the concrete lined channel does not provide any wildlife habitat. The work is necessary for continued and safe access to and operation of CIM to meet CDCR's mission of public safety and security.
