CA Dept. of Parks and Rec's installation of speed humps on the entrance road to Moss Landing SB consists of minor alteration of existing public facilities (Cat Ex 15301). SF State University's GIS analysis is not an action that can cause direct/indirect physical change thus is not a project subject to CEQA review (Def 15378
