Document Description
CDFW has executed Lake and Streambed Alteration Agreement Number 1600-2018-0289-R5, pursuant to section 1602 of the Fish and Game code to the project Applicant, City of National City. The proposed project grading and excavation of Paradise Creek West of East Plaza Blvd to achieve a uniform 8-foot wide channel, installation of turf reinforcement mats, and installation of erosion control rip rap at existing culvert outlets. a 0.71 acre bio filtration basin will be constructed in an upland area adjacent to the channel, with a 2-foot high concrete weir within the stream channel to divert a portion of the storm flow into the basin via a 24-inch RCP culvert. The basin will discharge treated water back into the stream via an underdrain. Overflow will be conveyed back into the stream via an 18-inch RCP bypass culvert and a spillway. Project activities east of east Plaza Blvd include removal of concrete lining, grading and excavation of the unnamed tributary to Paradise Creek, installation of turf reinforcement mats, and replacement of the 60-inch diameter concrete culvert beneath East Plaza Blvd with a 10 foot by 5 foot reinforced concrete box culvert. The project will result in approx. 0.22 acre temporary and permanent impacts to unvegetated channel, including a 0.085 acre turf reinforcement mat and 0.028 acre rip rap installation.
