Document Description
The proposed project would include the receipt of food wastes to be co-digested with biosolids in existing digesters to generate biogas, which would primarily be processed into renewable natural gas ("RNG") to be sold as vehicle fuel at an existing Compressed Natural Gas ("CNG") Fueling Station located at JWPCP, or used for energy production. The proposed project would divert up to 610 dry tons per day of food waste from landfills. The new food waste station, which includes unloading stations, storage tanks, grit and plastic film removal equipment, pumps and associated piping and connections to the existing digesters (collectively referred to as the "Food Waste Facility"), would receive 310 dry tpd of food waste in the form of liquid slurry (420 wet tpd). The existing Liquid Waste Disposal Station ("LWDS") would receive an additional 300 dry tpd of food waste in the form of liquid slurry (400 wet tpd). Project would involve: 1) demolition of an obsolete out-of-service anaerobic digester to create space for the new Food Waste Facility, 2) construction of the Food Waste Facility and modifications to the south entrance off Figueroa Street, 3) construction of biogas pipelines within JWPCP to convey additional digester gas to the flares and the Total Energy Facility, which is the existing on-site power generation facility, 4) construction of additional flares as backup for destruction of the additional biogas generated by the food waste, 5) additional food waste deliveries to the LWDS, 6) expansion of the Biogas Conditioning System for production of RNG for use as vehicle fuel at the CNG Fueling Station, and 7) expansion of the CNG Fueling Station to increase fueling capacity.
