Caltrans proposes to place approximately 12 miles of thin blanket rubberized hot mix asphalt (RHMA) on state highways 178 and 395 in Kern County. At various locations where pavement distress is significant cold-planned digouts of up to 4 inches will be performed and filled with hot mix asphalt (HMA)
