SCWD is proposing to replace the existing steel two-million gallon potable water storage tank known as University Reservoir No. 5 that serves the storage tank, construction of a new steel two-million gallon storage tank on the existing foundation, and the replacement of 700 ft of 14-in water transmission line on El Refugio Way that connects the tank to the main on Empire Grade Road. To meet system demands for the University and protect water supply pumps while the main reservoir is being replaced, a 35,000 gallon maintenance tank will be installed as part of the project. Additional site maintenance will include assessment, repair, and potentially replacement of existing drainage infrastructure and equipment access areas.

The project will result in the replacement of the existing University Reservoir No. 5 in the same location and with the same capacity and function. This will involve the construction of a small maintenance tank and replacement of the existing water transmission line located in El Refugio Way prior to the reconstruction of the tank. Site maintenance will be limited to minor alterations within developed and previously disturbed areas. Specifically, the project will not be located in a particularly sensitive environment; will not have a significant cumulative impact; will not have a significant effect on the environment due to unusual circumstances; will not result in damage to scenic resources; will not be located on a site included on any list compiled pursuant to the gov code; and will not cause a substantial adverse change in the significance of a historical resource.
