The Project consists of a three-year time extension to the previously-approved Tentative Subdivision Map (TSM) and Design Review for Subdivision Layout 9Design Review). The TSM subdivides approximately 8.6 acres into 40 single-family lots, one (10 landscape lot, and two (20 trail lots. The time extension extends the expiration date of the TSM and Design review from December 10, 2017 to December 10, 2020.

Reasons for Exemption
The California Environmental Quality Act requires analysis of agency approvals of discretionary "projects". A "project", under CEQA, is defined as "the whole of an action, which has a potential for resulting in either a direct physical changes in the environment, or a reasonably foreseeable indirect physical change in the environment". The proposed tentative subdivision map and design review for subdivision layout is a project under CEQA.
CEQA Guidelines Section 15183 provides that projects that are consistent with a Community Plan, General Plan, or Zoning for which an environmental impact report (EIR) has been certified "shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project to its site. An EIR was prepared and certified by the City Council as part of the City's General Plan Housing Element Update in 2014 (SCH#2013082012), which included the Project site in the analysis. Additionally, an EIR was certified by the City Council for the adoption of the City of Elk grove General Plan in 2003 (SCH# 2002062082)
