Document Description
The existing HGVWRF, while constructed, is not currently operational due to a lack of adequate wastewater flow from the Harmony Grove Village subdivision, which is still under construction. Currently, wastewater from the occupied residences in Harmony Grove Village is transported off-site for treatment. The SDCSD projects that sufficient flows from the Harmony Grove Village development will occur by Spring 2018 at which time wastewater from this development will be directed to and treated at the HGVWRF. The Distric would petition LAFCO to become a sewer agency and activate its latent powers to establish a sewer service area equivalent to the current SDCSD's Harmony Grove Village warrant, the district would operate the existing HGVWRF consistent with its planning and design parameters. The remaining areas outside of the current SDCSD Harmony Grove Village service area, would remain outside of an established sewer district and would not be served by the Distrct. The following existing structures are located on site: the operations building and headworks, process control/sludge dewatering building, and chlorine contact tanks. The existing HGVWRF is designed to accommodate an average daily flow rate of 180,000 gpd which will remain unchanged under this proposal. Once the HGVWRF becomes operational, HGV wastewater will flow to HGVWRF and then once treated, will be conveyed to the district's recycled water storage and distribution system.
