Document Description
The Department of Toxic Substances Control (DTSC) pursuant to authority granted under Chapter 6.8, Division 20, California Health and Safety Code (H&SC) approved a Proposed Plan as submitted by the Department of the Navy, Naval Air Base Coronado. The purpose of the Proposed Plan (PP) is to present the remedial action alternatives and select a preferred remedial alternative. This PP presents background on MRP Site 5 and North Delta, a summary of the environmental investigations and actions taken, the nature and extent of contamination, results of human health and ecological risk assessments, and the conclusions of these investigations that support the preferred remedial alternative. The Navy proposed Land Use Controls (LUCs) as a preferred remedial alternative to eliminate or reduce the exposure to munitions and explosives of concern (MEC) and ensure safe current and future use at Munitions Response Program (MRP) Site 5 and North Delta.

Minor actions to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of hazardous waste or hazardous substances. Project will not exceed $1 million in cost. Project does not involve the onsite use of hzardous waste incinerator or thermal treatment unit or the relocation of residences or businesses, and does not involve the potential release into the air of volatile organic compounds as defined in health and safety code section 25123
