Document Description
The California Department of Fish and Wildlife has issued Incidental Take Permit No. 2081-2017-041-04, pursuant to Section 2081 subdivision (b) of the Fish and Game Code (see Cal. Code Regs., tit. 14, S 783.2) to Southern California Gas Company to incidentally take San Joaquin antelope squirrel which is listed as threatened, and giant kangaroo rat which is listed as endangered under the California Endangered Species Act (CESA; Fish & G Code 2050 et seq.; see Cal. Code Regs., tit. 14, s 670.5, subd. (b)(6)(B) and (a)(6)(C), respectively). Due to an unexpected and potentially hazardous leak, Project activities include replacing the main line valve assembly on Line 85, installing a chain link fence, asphalt paving within the fencing, and demolishing the existing corrugated steel caisson and guard rail. The new assembly will be buried with the valve operator extensions above ground alongside the blowdown stack. Approximately 1,500 square feet (0.03 acre) will be permanently disturbed for the main line valve assembly installation and approximately 53,109 square feet (1.22 acres) will be temporarily disturbed for the construction and staging areas. Replacement of the valve assembly will require excavating a 2,400 square foot area to a maximum 15 feet deep at the valve. The excavation will be backfilled utilizing native spoil or clean fill. Staging areas will be located within the adjacent area consisting of salt brush and non-native grasses. Vegetation within these staging areas will be mowed or have vegetation trimmed, but will not be graded. Work is anticipated to take up to two months to complete.

Approval of this Project is subject to statutory exemption for "Specific actions necessary to prevent or mitigate an emergency" (Emergency Project; Pub. Resources Code, S 21080, subd. (b)(4)). "Emergency" is defined as "[a] sudden, unexpected occurrence, involving a clear and imminent danger, demanding immediate action to prevent or mitigate loss of, or damage to, life, health, property, or essential public services." (Pub. Resources Code, S 21060.3). This Project involves repair of a potentially hazardous leaking main line valve. The leak was identified during safety inspections, and it must be repaired immediately to prevent further damage and potentially dangerous conditions from pipeline eruption.
