Under the proposed project, JLPUD seeks to reduce the required bypass flows in its Fern Creek water right permits and licenses from the current level of 200 gallons per min to 25 gpm. With the adoption of mitigation, however, the bypass flow would be set at 50 GPM. The proposed project would not involve any construction.
