Document Description
On May 1, 2019, the Vallecitos Water District certified the Final Program Environmental Impact Report for the 2018 Water, Wastewater, and Recycled Water Master Plan ("Master Plan"); adopted the Findings of Fact and Mitigation Monitoring and Reporting Program under the California Environmental Quality Act; and approved the Master Plan. The Master Plan aims to keep pace with General Plan amendments made by agencies responsible for land use within the District's service area boundary.
The Master Plan updates the District's water and wastewater profile and incorporates approved land uses for each jurisdictional agency within the District's boundary. The Master Plan identifies potential water and wastewater infrastructure hurdles and remedies and growth projections to assist in determining the necessary capital facilities and appropriate capacity facility fees. The infrastructure in the Master Plan includes water pipeline, reservoir, water pump station, sewer pipeline, sewer lift station replacement, parallel land outfall, and wastewater treatment projects that are analyzed at a programmatic level under CEQA.
