CDFW is intending to execute a Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Game Code (#1600-2018-0321-R5) to the project applicant, The NRF Project Owner, LLC. The project proposes to grade and fill stream channels tributary to the San Luis Rey River, construct two storm drain outfalls along the berm of the San Luis Rey River, and improve North River Road, to accommodate a mixed-used development including up to 689 dwelling units, a boutique hotel, an education center, commercial uses, and agricultural uses.
