Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board’s Clean Water State Revolving Fund (SRF) Program is financing the Project. The Project includes converting the existing, completely-mixed pond to an aeration basin, allowing treated effluent to be discharged to existing percolation ponds. In addition, secondary clarifiers will be constructed west of the completely-mixed pond for sludge removal and recycling. Three existing wells will be abandoned and capped in place. Three monitoring wells will be constructed in the same footprint as the abandoned wells. A solar system will be installed within the existing fenced area of the WWTP.

The Biola Community Services District (District) lies in the San Joaquin Valley’s central region, approximately 13 miles northwest of downtown Fresno in Fresno County and approximately 7 miles west of State Highway 99 on the south side of Shaw Avenue. The District’s boundary encompasses approximately 242 acres. The District’s Wastewater Treatment Plant is located on approximately 13.8 acres on the west side of Howard Avenue adjacent to and southwest of the community of Biola.
