Document Description
This project proposes to place two temporary prefabricated buildings upon the Santa Clara Unity Headquarters property to provide improved living quarters for on-duty CAL FIRE staff who work in the emergency command center (ECC). The proposed location for both structures are adjacent to an existing building along the easterly property line. Structure #1 is a 24' by 60' "Double -wide" trailer. Structure #2 is a 12' is a 12' by 24' trailer. Both structures will be placed upon temporary, above ground permute foundations with supporting electrical, water, sewer connections. A Concrete or paver walkway will connect the ECC to these structures for safety. Minimal above ground landscaping will be added to improve aesthetics. The only ground disturbance will be three trenches to the buildings to route electrical, water and sewer pipes. The trench for electrical service will run <200 feet from the building site along the easterly and southerly property line to a new service drop at the last PG&E pole on the southerly property line. The trench for sewer will be less than 175 feet in length. This line will require a dosing basin and grinder pump to force a connection to an existing city pipeline. The trench for water will be <100 feet in length. All trenches will be 12 inches wide or less and less than 30 inches in depth. Trenching work is expected to require two days. This project also proposes to replace several non-native landscape trees that are dead, dying, or causing damage to infrastructure that cannot be reasonably mitigated. Santa Clara Unity policy requires planting at least once suitable replacement tree for each one removed.

Reasons for Exemption
This project fits under the description for a Class 3 & 4 Categorical Exemption to CEQA. An environmental review has confirmed that no exceptions apply which would preclude the use of a Notice of Exemption for this project. This review included on-the-ground field inspection. A search for the California Natural Diversity Database (CNDDB) for the project area resulted in the known presence of three special status animal species within the general project area, two of which require aquatic habitat. No special status plants were identified nearby. The only anticipated ground surface disturbance will be two trenches to provide underground utilities. No special status species were observed in the field during the project planning efforts. This project review concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse has emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population, and housing, public services, recreation, transportation/traffic, or to utilities and service systems.
