Document Description
The Coachella Valley Water District (CVWD) proposes to upgrade the existing chemical storage and delivery system at WRP's 4, 7 and 10 for safety and regulatory compliance. The water reclamation plant facilities are not located within or immediately adjacent to a conservation area associated with the Coachella Valley Multiple Species Habitat Conservation Plan.
The upgrades to the existing water reclamation plant facilities will take place on-site within the fenced properties for the duration of approx. 365 days. The improvement project consists of the following actions:
1) Add fire protection systems (automatic fire sprinklers/ suppression system and automatic fire detection system) to the existing chlorine buildings at WRPs 4,7, 10 and existing sulfonation building at WRP 4;
2) Add emergency valve shutoff systems (automatic actuators and controllers) to chlorine gas containers at WRPs 4,7, and 10 and sulfur dioxide gas scrubber at WRP 4;
3) Add chlorine gas scrubbers at WRPs 4 and sulfur dioxide gas scrubber at WRP 4;
4) Modify existing chlorination and sulfonation building ventilation system at WRPs 4,7 and 10; and
5) Replace existing "wet" type chlorine scrubber with "dry" type scrubber at WRP 10.
The project will improve the safety of the water reclamation plants' chemical storage and delivery systems as required by the California Fire Code for handling of chlorine and sulfur dioxide gas and will, therefore, improve the chemical safety at the WRPs.
