The Sierra Nevada Conservancy would provide the Sierra Institute for Community and the Environment with $35,000 grant to purchase a portion of the cross-laminated timber needed to constrct California's first full CLT building. This is part of a larger project funded by the Energy Commission for a biomass heating system at this location. This building will house a small scale biomass heat and power facility in Plumas County's Health and Human Service Center to replacing an existing, aging heating system.

The property is zoned C-2 periphery commercial with a special use permit as a public service facility. All construction and operation permits are in place. The larger-scale project, including construction of the facility and conversion of the heating systems, was determined to be covered by sections 15302 and 15303.
