Document Description
The primary goal of this project is to initiate a community planning process that will provide recommendations based upon data collection and community input. It is our goal that the community planning process will yield an Active Transportation Plan that will offer guidance to future projects throughout the park. Capitalizing on Expo's cultural significance for the region, as well as the rail and bus access on site, we will create an ATP that offers input towards needed improvements in access, increases biking and pedestrian trips in and around the park, safer linkages between pedestrian routes, public transit and biking trails and meaningful input from the community. The project seeks to support the alleviation and reduction of growth in vehicle miles traveled to and around the park in the coming years and to support Governor Brown's zero emission goals. A growing number of tenants and large events will increase travel to Expo and we are at a critical moment where we must plan for a large impact by promoting biking and walking, improving links between transit modes and improving safety and wayfinding to make multi-modal travel more feasible.

Reasons for Exemption
Office of Exposition Park Management staff have reviewed the proposed project pursuant to guidelines 15002(k)(1) general concepts, and CEQA Guidelines 15061-review for exemption, and have determined that the proposed project is exempt from CEQA b/c the scope of the project activities are included in the classes of projects which have been determined not to have a significant effect on the environment. Therefore Office of Exposition Park Management has determined that the project is exempt from CEQA pursuant to the following: the project involves the development of an ATP for Exposition Park that will include basic data collection, research and community outreach activities that will not result in a serious or major disturbance to an environmental resource, as set forth in the exemption under 15306 - information collection. The development of an ATP for the park will also involve feasibility and planning studies for possible future actions which the board has not yet approved, adopted or funded as of the time of the study. Thus, 15262: feasibility and planning studies. In addition, the project will include education and outreach programs which will occur in the city of LA involving no physical changes in the area affected, which would fall under 15322 - educational or training programs involving no physical changes.
