Document Description
The State Water Resources Control Board (State Water Board) as the lead agency will be issuing a water supply permit. Willow Springs Mobile Home Park currently has one well, Well 1, located off their current parcel where their mobile home park is located. The Willow Springs Mobile Home Park proposes to drill another 100-gallon per minute (gpm) well, as a requirement of their lending agency, who requires their well be located on the same parcel of land and be sufficient enough to maintain water supply in the event of a pump failure or break in the Well 1 transmission line. If Well 2 cannot pump 100-gpm an additional well will be added, Well 3, to meet the capacity requirement. They plan to rotate their pumping among Well 1, Well 2, and Well 3. Chain link fence will be added around each well. If a chlorination system is necessary a 55-gallon drum of sodium hypochlorite, a metering pump, and .25-inch diameter piping that will provide chorine through a chlorine injection port, will be installed in an existing building. The project will provide for the operation of the system.

Reasons for Exemption
Wells 2 and 3 (<125 gpm each) and the chlorination facilities, 20ft, consists of Class 3, small new equipment and facilities not exceeding 2,500 ft in area, (Section 15303(c)). The transmission main, discharge, and chlorination piping consists of water mains of reasonable length to serve such construction, (<1 mile in length, < 16 inch diameter, Section 15303(d)). The fencing consists of small new construction of accessory structures, (15303(e)). Pursuant to the California Fish and Wildlife Code, Section 711.4(d)(1), the CDFW environmental review filing fees do not apply.
