Rublic Resources Code 21080.5 established procedures for regulatory program certification and exempts certified regulatory programs for Chapt. 3,4 and 4.5. 23 CCR 3775 established that water quality control plans are certified regulatory programs. 14 CCR 15061 established the projects are exempt from CEQA if there is no possibility that the activity may have s significant effect on the environment.
