Document Description
The project is located 11 miles southwest of the community of Camptonville in northeastern Yuba County, at 11639 Marysville Road, just south of the intersection of Oregon Hill Road. Assessor’s Parcel Number(s): 048-210-021 & 064-260-032.
This addendum to the previously adopted MND addresses a modification to the air emissions netting analysis for a 5.5-megawatt biomass power generation facility. The project will implement the Engeman Boiler System setup, which reduces NOx emissions (37.5 to 23.2 tons/year) and VOCs (8.3 to 1.2 tons/year) but results in a slight increase in PM10 (8.33 to 8.8 tons/year) and significant increases in CO (37.5 to 72.4 tons/year) and SO2 (10.4 to 15.5 tons/year). Compared to pile-and-burn methods, the setup achieves significantly lower VOC and SO2 emissions but higher PM10 and CO, requiring BACT analysis for NOx and SO2.
No changes are proposed to other project activities described in the MND project description. The Feather River Air Quality Management District (FRAQMD) determined that the proposed modifications would not result in exceedances of any significant air quality thresholds.
