The primary objective of the Montecito Water District's participation in the Semitropic Water Banking and Exchange Program is to increase drought resiliency. The project involves conjunctive use of surface and groundwater through iterative exchanges through the use of San Luis Reservoir, Semitropic's exisitng groundwater bank, and the existing State Water Project delivery system. The delivery of water to Semitropic for banking, and the return of banked water to the District would be undertaken with the cooperation of DWR, Kern County Water Agency, Santa Barbara County Water Agency, Cachuma Operations and Maintenance Board, the US Bureau of Reclamation and Central Coast Water Authority.
