Document Description
The Golden State Water Company proposes to install improved treatment of manganese for an existing water supply well that has been out of service since May 5, 2016. Treatment facilities will be a 1000-gallon per-minute manganese treatment system with dimensions of 15 ft. Lx 23.5 ft. W, and a 44,000 gallon capacity backwash storage tank with dimensions of 25 ft. D x 15 ft. L x 23.5 ft. H. The sludge from the backwash process will be contained in a tank and allowed to settle without settling agents or coagulants. A majority of the clear backwash will be recycled to the plant for treatment. Project construction will include approximately 290 LF of new pipeline.
A small amount of sludge that settles out from the backwash process will be removed no more than two times a year, and the sludge will be tested prior to removal to ensure it is not hazardous. A certified waste hauler would remove the sludge from the tank and dispose of it properly.

Reasons for Exemption
This project involves operation of parts of an existing facility, and minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at time of the lead agency's determination. The project consists of new construction and operation of small new tanks, equipment less than 2,500 ft², and not involving the use of significant amounts of hazardous substances. Pursuant to the CDFW code, Section 711.4(d)(1), the CDFW environmental review filing fees do not apply.
