The San Diego MTS is proposing the realignment of mainline track, installation of a double crossover, and installation of associated OCS systems and signaling on the San Diego Trolley Green Line near the Middletown Station, between W. Palm St and Sassafras St. The project's permanent improvements would be located within the heavily disturbed ROW, which is an existing designated transportation corridor. Construction of the project would require construction vehicle and equipment access to the ROW from Sassafras St and W. Palm St. Construction laydown areas may occur at the following locations: 1) Sassafras St grade crossing; 2) W. Palm St grading crossing; and 3) a portion of W. Redwood St.

Class 2 projects involving no expansion of capacity have been determined not to have a significant effect on the environment and therefore are exempt.
