Document Description
DTSC, pursuant to authority granted under, code of regulations, title 22, division 4.5, chapter 20, section 66270.61, has issued an Emergency Permit to environmental logistics inc. to treat hazardous waste under controlled reaction with a chemical solution. The hazardous waste to be treated consists of seven 500 milliliter bottles of expired ethyl ether.
The bottles were stored in a lab refrigerator within the science building at Rio Hondo Community College located at 3600 Workman Mill Rd. in the city of Whittier. The refrigerator that was storing the bottles at a controlled temperature malfunctioned. College personnel were concerned that elevated temperatures could cause an unstable reaction and therefore, requested that the treatment and removal of the bottles by ELI personnel by expedited. DTSC determined that as a safety precaution to prevent an accident or severe injury, an emergency permit should be issued to chemically stabilize the hazardous waste so it may be accepted by a transfer storage and disposal facility for treatment or disposal. The treatment will include introduction of chemicals needed to the ethyl ether solution thereby creating a mixture that is safe to transport to an approved TSDF.
A trained CIH/Industrial Chemist will conduct the treatment within a designated exclusion zone. LA County Fire personnel were notified of the treatment. Only qualified personnel will be allowed in the exclusion zone. Movement, preparation, and treatment of the materials will be in accordance with established standards and a site safety and health plan will be completed upon the arrival of personnel to the site.
A report will be submitted to DTSC by environmental logistics inc. The report will include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment, and that all waste has been properly managed.
The emergency permit if effective beginning September 2, 2017 and shall expire on September 10, 2017.
